First Oil Refinery Plant of Mongolia: Engineering, Procurement, and Construction Contract

The construction of Mongolia’s first oil refinery, located in Altanshireet soum, Dornogobi aimag, is progressing steadily. Financed by a USD 1.7 billion soft loan from the Government of India, the refinery will process 1.5 million tons of crude oil per year.
On February 6, “Mongol Refinery” LLC signed an Engineering, Procurement, and Construction Contract with India’s Megha Engineering and Infrastructure Limited (MEIL) for the final phase of the project (EPC-04). This package includes the construction of seven licensed deep-processing facilities, under technologies licensed from leading global companies such as Shell, UOP Honeywell, Axens, and Kinetics Technology.
MEIL, a company with over 30 years of international experience, will complete the facilities within 36 to 38 months.
The project consists of four major packages. As of November 2024, the first package, including nine facilities and essential infrastructure, was completed and accepted by the state commission. Work on subsequent packages is also advancing, with foundation and structural work well underway.
Over 1,000 engineers and specialists from Mongolia, India, China, Italy, France, the USA, Canada, the Netherlands, and Spain are contributing to this nationally significant development.
